Who Should Attend

  • Candidates attempting Part A of the Singapore Bar Examination
  • Any other person with an interest in the fundamentals of Singapore criminal law


PREREQUISITES

  • Participants who have obtained or are currently studying for a law degree from a Commonwealth jurisdiction;
  • Participants who have obtained or are studying for a paralegal certification in a Commonwealth jurisdiction.

Overview

Singapore’s criminal law is codified and is principally contained in the Penal Code which was enacted in 1870. It has its roots in both the Indian Penal Code and the English Criminal Law. However, with the passing of time, criminal law in Singapore has developed and adapted to reflect the need for crime control and punishment in the local context.

In this Criminal Law course, participants will be introduced to Singapore’s criminal justice system. The focus will be not only on specific offences but also on the general principles and approaches to the practice of criminal law.

Learning Objectives

At the end of the 8-week course, participants will be able to:

  • Understand how crimes are prosecuted and the exercise of prosecutorial discretion

  • Appreciate the concept of strict liability offences
  • Gain an overview of offences involving negligence, including road traffic offences
  • Gain an overview of offences that require knowledge, including drug offences
  • Gain an overview of offences that require intention, including homicide
  • Appreciate the concept of criminal conspiracy
  • Know the criminal liability for abetment of offences
  • Know the liability for attempts to commit a crime
  • Learn about defences to criminal liability

Assessment

As part of the requirement for SkillsFuture Singapore, there will be an assessment conducted at the end of the course. The mode of assessment will be multiple-choice questions covering issues taught during the course.

Participants are required to attain a minimum of 75% attendance and pass the associated assessment in order to receive a digital Certificate of Participation issued by Singapore Management University.

  • Organisation must be registered or incorporated in Singapore
  • Employment size of not more than 200 or with annual sales turnover of not more than $100 million
  • Trainees must be hired in accordance with the Employment Act and fully sponsored by their employers for the course
  • Trainees must be Singapore Citizens or Singapore Permanent Residents
  • Trainees must not be a full-time national serviceman

Professor Walter Woon SC
Visting Professor
SMU Yong Pung How School of Law
Professor Woon is Lee Kong Chian Visiting Professor at SMU’s YPHSL, as well as Honorary Fellow of St John’s College, University of Cambridge. He was formerly NUS' David Marshall Professor of Law and has received numerous teaching and faculty awards. He is Editor, Woon’s Corporation Law; author of Walter Woon on Company Law; and Consulting Editor, Companies Act of Malaysia 2020. Professor Woon previously served as Attorney-General and Public Prosecutor of Singapore. He was also the former Dean of SILE and Chairman of the Board of Legal Education. Professor Woon received his Bachelor of Laws from NUS and a Master of Laws degree with First Class Honours from St John's College, Cambridge, which he completed on a Commonwealth Academic Staff scholarship.
