Who Should Attend

All experienced professionals who are involved with or have an interest in providing better healthcare services through enhanced knowledge and implementation of Digital Health initiatives.

 

Pre-requisites

Participants should have:

  • a degree from a recognised university; and
  • minimum 2 years working experience in healthcare or healthcare related sector

Overview

Healthcare is a highly regulated industry. There are many Acts regulating drugs, healthcare professionals, medical practices, research and more. What might be acceptable or widely practiced in other industries may not be permissible in health care.  With Artificial Intelligence and Machine learning being deployed to record / mine the huge amount of data that are now made available through the sharing of  electronic health records, remote monitoring / telemedicine, sensors attached to a patient’s body/house etc,  who owns the digital assets and how should healthcare professionals approach ethics and professional conduct?  Issues that revolve around patient confidentiality (hacking or leakage of health records), who owes the duty of care or is liable (if it’s a machine that provides delayed or misdiagnosis / prognosis / treatment due to errors in programming / network / electrical breakdown etc) would be discussed.

Learning Objectives

At the end of this module, participants will be able to:

  • understand their duties, obligations and liabilities based on both law and ethics.
  • examine / question the kind of data their institutions are collecting, why they need it and if they have a right to collect and use it the way they are using.
  • assess the risks involved in the deployment of digital health solutions.
  • develop a risk management framework to anticipate / transfer / mitigate the risks involved.

Assessment

Participants have to meet a minimum attendance rate of 75% and have to complete all assessment(s) required by the course. Only upon meeting the minimum attendance and passing the assessment will participants be issued a Certificate of Completion.

Participants who fail the assessment will be given a chance for re-assessment at a fee of SGD100.00 (excluding prevailing GST). Each participant is allowed 1 re-assessment. The re-assessment has to be taken within 7 calendar days from the end of the course date.  It will be held on a weekday specified by SMU Academy and conducted during office hours. Please note that re-assessment fees are not supported by SSG Funding.

Participants who meet the minimum attendance rate but do not achieve a pass for the assessment will be issued a Certificate of Participation.

Participants are required to bring their laptop to access the course materials, class exercises and individual assessment(s). 

In order to be awarded with the Graduate Certificate in Digital Health, participants are required to complete modules 1, 2, 4, 5, and 6 within 3 years. To obtain the Certified Healthcare Analytical Professional, participants are required to complete modules 2 and 3 within 3 years.

A/Prof Low, Chief Technical Officer at ShearesHealthcare Management and Special Advisor at MOH, served as CMIO until September 2020, focusing on policy development and healthcare informatics standards. A member of AMBIS and AMIA, he previously served as CMIO at SingHealth, overseeing Electronic Medical Record (EMR) implementation. A trained orthopaedic surgeon, A/Prof Low graduated from NUS and holds FRCS (Glas) and FAMS (Ortho) degrees. He was also Chairman of the Medical Board at Changi General Hospital. In 1998, he was awarded Health Manpower Development Programme for Advanced Orthopaedics and Hand Surgery.

Dr Li, a Director and Head of Clinical Informatics Group at Synapxe and family physician, holds an MBBS and a Graduate Diploma in Family Medicine from NUS, and a Masters in Biomedical Informatics from Oregon Health and Science University He holds a Post-Graduate Certificate in Law from UOL, looking at a unique triangle of Law, Healthcare and IT. He has an interest in clinical decision support and is a strong advocate for solutions designed by clinicians for clinicians. At Synapxe, he leads Clinical Informatics standards, supports health IT programs, and enhances clinical informatics capabilities. Boon Theng is the Managing Director of Legal Clinic LLC, a boutique law firm that she co-founded which is a domain specialist practice in medical law. A graduate of the National University of Singapore Law Faculty, she holds a Masters in Arts Degree in Medical Ethics & Law from the University of London (King’s College Centre for Medical Law and Ethics). Appointed Senior Counsel in January 2018, she advises healthcare institutions, represents clients in legal proceedings, and serves on hospital committees. Recognized for volunteer work at the National Cancer Centre, and a member of the Medifund Advisory Council, she also advises the Singapore Medical Association and the Academy of Medicine. Boon Theng served on committees for medical litigation and sentencing guidelines, and co-chaired a Ministry of Health Workgroup on informed consent and medical council practices and the Singapore Medical Council complaints and disciplinary Process.
